No they don't sharpen blades that I'm aware of. They do sell new blades. You can also try Timberlake small engine repair or possibly True Value Hardware on 221 for sharpening blades.
No, but you can with a flat file. Discount thr spark plug and file off the burrs. A replacement blade is an option
