The 2 bear Cubs seemed depressed and were trying to comfort themselves by imitating nursing on their paw, are there plans to place them in a wildlife rehabilitation program?

They were resting and sucked nag or hummer going relaxes them. We are preparing for them to go to another habitat soon. They are still on bottles and are very happy little girls!
