I didn't see any signs to say otherwise. I wouldn't hesitate to bring a pet on a leash and poop bags :) It's a beautiful park with a nice sidewalk to get some exercise. I don't know why a pet on a leash would not be allowed "during festivals or when there's a good crowd," as another reviewer stated.
