How can we get someone to check on a dog that we believe has been chained outside all winter? Thanks

It just makes me sick that people treat animals this way. Thank you for caring and making a difference in that poor dogs world.

You usually call the humane society and tell them the area where the dog is located and suspicions is the dog is being neglected
