Yes. When I was there I saw several people eating and a class of school kids had sat down in the grass eating their lunches. There is a small food kiosk that was closed when I was there and outdoor seating I assumed for it. I see no reason you couldn't seat there for a picnic lunch, but there was no designated picnicking area.

You pay by the car, so i dont see any reason why you coldnt pack a lunch. There may be areas to eat at that we simply didn't see.
