You should be fine with a jogging stroller or anything with reasonable wheels. It's mostly wide, and if you leave from Tulip Springs, no stairs or switchbacks.
Most of the trail seems like a former gravel road, but the first section is a bit more traditional with some small rocks and roots in the woods—small enough that I didn’t twist ankles. To ascend above the falls, there is a set of partially paved stairs. (I’ve no experience with a stroller; so I was not sure whether this information constituted a “yes” or a “no”.)
