Yes however not sure if there is a fee as it is private owned and if you will be leaving vehicle you might want to check with the office. That being said should you decide to leave your vehicle there ask leave it in front of the office and be sure to no valuables are in sight.
You could but it might be better to let them shuttle you upriver so you can disembark at their place instead. High bluff is beautiful. No frills but it's a gorgeous "old Florida" run. Call ahead to make sure the water's still high enough.
