Theoretically yes. The terrain is bumpy, but there is a lot of wide open space. There is handicap parking, as well.

It is mostly accessible. For some shows you may have to sit all the way in front or all the way in the back and there are some areas that will be hard to access. I took my grandmother once (she isn't confined to a wheelchair but was in a bad accident in her youth so she is dependant upon one for anything more than 100 yards or so) and she didn't miss a thing. There were areas that either myself or my dad had to really exert ourselves to get her to but it was well worth the effort as she (and we) had a great time.

Much of the faire is paved, for ease of use by wheelchair, stroller, etc. There are hills, some fairly steep, so some parts will be tougher getting around. Many shops are also accessible via ramps if the shop is elevated or by plank flooring.

I use a jazzy and went just about everywhere. The hills were a bit scary!
Also be aware it is one giant hill and some areas are gravel or grass.

The entire fair is paved so you can freely roam around. There's quite a few places to get food and drink without needing to even go inside a building.
