It's not free they have a sliding scale depending on your income.
They have a sliding fee scale based upon your income/household size. You can go the the Administration between the Dental and Medical entrances and pick up and application and it be reviewed and approved the same day. Then, you can be seen possibly that day or schedule an appointment for a later time.
