Yes. They will accept the oriental rug on consignment. But be aware that the price decreases the longer it remains unsold. Also, they set the price based on their own guidelines. One of which is how fast they can sell it for their cut. Also, you might be competing with some of their own stock. It started out as a consignment shop, but now they bring in a lot of their own new stuff and use the consignment angle to bring in people to buy from them. Shipping charges are reasonable for rugs, you might be better off selling online.
To the best of my knowledge yes. However the price decreases over time. Recommend taking the rug or pictures of the rug and asking about their thoughts of Home2Home being a realistic place to sell your rug.
