At the actual tomb where the guards are, no, but in the rest of the cemetery, yes, leaving flowers is totally acceptable unless the area is fenced off
I didn't see any, and it doesn't seem the place to do that. We came, observed, and paid our respects. Observing the changing of the guard is a must see
Yes, you can leave fresh cut flowers on any known grave marker, any time. You are not allowed to get close to the actual Tombs of the Unknown Soldier.

There were no cut flowers there from the public that I saw. However, I did some in other sites.
I‘m sure you can. We saw a few, but not all that much. Did not see a policy restriction to certain days or times. Wouldn’t think it’s a problem
