My annuity payments are received by direct deposit. I have changed my bank, how do I redirect my monthly annuity payment. I can not access online, my account is locked, waiting for a new password. How can I get this process changed right away?

I had a similar question, and the OPM did not answer phone and website isn't helpful. Very discouraging/disappointing.
