We went at 5 which is when they opened and was seated immediately and looking across the bay.
I'd advise, but we arrived without on and were seated quickly. It was off season though. Def reserve during the summer months.

Yes. Unless you are ok with a long wait. I went during dinner time and had to wait over 80 minutes as I didn't make a reservation before coming.
