To dissolve your corporate charter you have to go to the charter division or assments and taxation. It does cost money to dissolve.
The Division of Labor and Industry does not handle dissolution of corporate entities. You can try the Comptroller's office (https://www.marylandtaxes.gov/) or SDAT (https://dat.maryland.gov/Pages/default.aspx)
