how long to get an appointment for getting a Cartao de Cidadao? I live in CT, may a go to the NYC consultate since neither CT does not do them. And NJ office does not do them for CT residents, any other suggestions as to where I may go?

No, if you are registered at the consulate in New York you can . Try going on line and to register with the consul first.

Once you have an appointment, it'll take approximately 1.5 for the paperwork and biometrics.
Then 5+ weeks later, you'll have to return and pick it up in person.
