I am supposed to arrive in Terminal B (delta flight), my daughter is supposed to arrive in Terminal A 2 hours later, am I allowed to walk over/ take bus or train to Terminal B to meet her?

There is an air train outside security which travels between terminals. You can take this from B to A very easily. However you will be outside TSA security and only be able to meet her as she exits security, not at her gate.

I have no clue my first time up there I despise that airport they don't make it easy they don't market properly to pick up people flying in for international I want to see if my person that I'm picking up in 3 weeks can get a shuttle to the cell phone lot

That shouldn't be a problem

I'd check with people who work there and see what tsa lines are like that day. It took us 180 mins to go through customs and security, plus the walking from one gate to another. It's an airport that needs some better thought on its systems
