It is based on delivery date. If you buy an existing Tesla and get it before Dec. 31, you'll get the full $7500. After that, it is cut in half. At some point it may halve again, we're not sure. Oct 15 was the date that Tesla set to ORDER a car and be assured of delivery by Dec 31. Note that these dates are just for Tesla. Other manufacturers may still have rebates in place because they have not sold the 200K units which will then end their $7500 rebates at the end of that calendar year. We cannot comment on delivery times. We ordered Oct. 15 and are scheduled for delivery on Dec. 7, but scheduled isn't delivered. (I bought the charger, but am not installing it until I have the car.) You do read horror stories, but I don't know how valid they are. For pricing, see the Tesla website, it's very easy to get a specific price. I have no idea about availability of existing cars between now and the end of the year. See a local dealer. Good luck.
