Apparently you can't!! All local offices are by appointment only and phone service is closed. Office in DC has a number which is apparently only listed in order to drive you MORE insane because I've never gotten any calls to go through there either. IRS used to be number one for not answering but Social Security has taken the lead!!! HELP!!
