If a dentist chips a perfectly fine veneer while bonding it on the front tooth,(pressure on veneer instead of tooth) are they responsible if that veneer chip falls off? Chip is small but because between front two teeth looks and feels big.

You would have to call them. Most likely, they have your x-rays from before
