15 and 17 year olds need passport, state ID or drivers license. Strollers are up to the airline. They will slow you down through TSA. IF it collapses flat enough to go through the belt scanner it should be OK . If doesn't fold the airline probably won't take it. Baby formula powder is allowed but must be x-rayed separately. A commercially sealed container, unopened is best. Take as little as possible in your carry-on. Tell the TSA people what it is before scanning. Let them do the special checks first.
