Do I need an appoint for a permit application ?

In short yes take an appointment or reach by/before 7AM and try your luck

It is better to make an appointment, because even with appointment you will wait at least 2 hours to have averything done

I suggest going there early in the morning, they open up at 7am. So be there no later than 6am. My Niece was there at 5:30 am and there was a line. The Earlier the better. Good Luck

I would go on their site and search if that's even possible. Prior to covid you walk in and fill it out, but now it's uncertain.
