Thats correct everyone should have to apply the correct way but because of the long wait there is people having unauthorized persons living with them breaking housing rules and abusing the system they even have persons that are property owners in tarrant county and are still getting housing taking advantage of the housing system and getting away with it while people that really need it and dont qualify and housing those nothing about it.
No they would have to apply for the waiting list when it opens about 4 to 5 years from now.
