No can't go in but you are so close to the cell u can see what's in.
Yes some are open. You can walk some catwalks too. Dont forget the gun museum too. FYI - get the tour.
Some are open the whole time, for others the guides during tours can open them for the group

I believe so. On Halloween they usually have a lock up event. I didn't actually go in a cell but I would be surprised if they didn't let you in some cells.
Not all of them are open, but you can go inside some select cells in the buildings. It is a cool and interesting tour either way.
