Across from me..these people have a puppy they keep outside on patio up stairs...it's been very hot ..i live across from them poor little puppy tongue hanging out of moutn..who can I contact for help for this puppy

911 if you think the animal is in danger of harm or death. Especially if you can see it has no water.
