In the city of Mesquite they rent you the cage for the cats, you only leave a deposit and when you grab the cat, you return the cage and you can give the cat too. Check to see if your city does the same.
I have a cat that I found and she has 7 baby kittens as a gift if she wants them. I found them outside they have no owner
