@April Givins, while a rude way of putting it yes, it's not wrong. If they haven't the money to purchase the dog then they most likely haven't the money to help their elderly mother care for it which will likely be the case. Animals are expensive shots, registration, annual visits, food, gear, are the minimums. It is a costly undertaking. If you want a pet look into real costs of owning one before hand.
Craigslist seems to be the way to go to look for a free dog, but I agree with another answer on here to make sure this dog wouldn’t be tripping your mother when she walks, it’s very easy for an elderly person to get dizzy and fall.
Sometimes the city would be overcrowded and they sponsor dogs for free, you need to check often. Now, be careful because a dog or cat is a lot of work and you mention your mother is an elderly ,I hope she can take care of the pet and also that the pet won't be a matter of injure for her. Good luck!

Most shelters have events where you can get a free dog. I rescue dogs prior to being surrendered. They always free! But usually have small issues, after all nothing in life is truly cost free. Nextdoor as well as craigslist offer dogs by owners who might be locating a home. You can also also go on facebook and look for organizations who need helo rescuing certain breeds. No min pin left behind is a group i associate with. Many situations they just need a home for the dogs they rescue. Start there and search out rescue groups.

You have probably found a dog by now, but for anyone else in a similar situation I also recommend a rescue organization. If you are not certain that getting a dog is the right thing to do, consider FOSTERING a dog. That means that you take care of a dog or cat until the rescue group finds a forever home for the animal or you decide that you want to adopt the animal.
