Yes it has wheel chair access. The road is dirt and sandy but you should not have trouble getting around. Enjoy have fun.
Yes the front part is ok the back part would not be recommend.
As long as your wheelchair can go on dirt roads you have access to all the upper Park area

I would probably say no. Aside from the bike path near the front theres no ramps or anything so people with wheelchairs cant really go explore in the back to the water.
