No. Both parks, large and small, are closed again due to bees. Opening October 1.
I have never seen a dog park area but the one at indian steel park is.
I looked on the city website but there wasn't an specific information that pertained to PV. All it said some park amenities are temporarily closed. Hope this helped a little bit.
