If someone drops a stray/ lost animal to the Clovis receiving and care center but they have no trackable owner is it possible to adopt that same animal back?

I suppose it might be possible if one was able to prove prior ownership. The animals do go through a process in which they aren't for adoption until they are thoroughly checked out and they are sure if the animals readiness to be property placed.
