I'm not a lawyer but from previous experience while renting in Chicago I would say no. If you are going to withhold a portion of rent for a repair you must give the landlord a 14 day notice to do so and make sure they sign the copy of the notice once you give it before you with hold money.
We are sorry you are experiencing this. Try talking with your landlord - many landlords are happy to help and make repairs. Always remember that nothing precludes you from paying your rent! Nothing – even if your landlord throws a brick through your window or doesn’t make repairs. There are ways to legally withhold a portion of your rent, but only after following the law very carefully and letting your landlord have the opportunity to fix any problems at the property.
