I assume you are asking this question about wisner Park market, not the park itself. I suppose you could come and set up a table at random times when there's no one there, but that would be pointless.
During the summer they had certain festivals and things and get togethers rummage sales you needed to let the city know instead of proper documents and your stand and set up anything else you must check with city ordinance that is the best I can tell you hope it will help all the best
