Yes, most of the trails are paved. though, not 100 %.As for the ticks, sorry, I have no idea.

The trails are nice. They are evened out with mulch or wood chips (if I'm remembering correctly) along with some wooden bridges to cross over swampy areas. There are benches throughout. I haven't noticed any ticks, but i wasn't looking. I don't think the ticks would be too bad, except maybe inside the more meadowy areas. If you stick to the trails you should be fine.

The trails are not but we had no problem maneuvering with a regular stroller

The trails aren't paved for the most part. If one sticks to the trails, the ticks won't be a problem.

Wood chip and wooden deck trails in the reserve and gravel paths leading to them. Ticks have not been an issue.
