A driver must be 4’, 10", or taller – which is the same height required at Six Flags and other larger amusement parks. We have a sign in front of our ticket booth where a younger driver can measure their height. It is likely that a 12 year old will be able to drive a single-seat kart; but we do have double-seat karts that someone who is shorter or that cannot operate a kart can ride in as a passenger (if he/she is not tall enough, etc.).
I don't know? 10 year grandson was a passenger.
