Probably because the people that work the service counter also are working the main registers. Welcome to an understaffed world coupled with inexperienced workers who can't handle all aspects of working with multiple responsibilities. Most times it's employees with higher seniority running the service counter and the front end.

I imagine because they are understaffed like every where else, when i was last there ( Saturday) they had help wanted signs up deli was closed because of lack of staff.
