You can't get reservations, but I've gone in on weekends. Never had to wait more than 20min for a table with my family. If you're trying to sit at the bar, that is definitely difficult, but if you just want a table, it's just as easy, if not easier, than going to a chain restaurant.

No reservations, per se, but I've used the Nowait app to get in their waiting list before heading over there and it greatly reduced or wait time upon arrival (15 min for us when we got there vs. 60+ for a fresh walk-in not yet on the list)
No reservation and lunch seems to be more busy on Sundays!
There is one large party-sized table that can be reserved for 2 hour intervals on weekends. Call them for info.
Victory has started a construction project at the Downingtown location. From what it looks like, they are expanding their dining room. They said the work won't affect the restaurant. Great place to eat and drink. Early evening is busy with families on the weekend.
Not sure about reservations. I've only had lunch there on Tuesdays.
