I wouldn't recommend it. Not the best surface for skating.
You would have to check Whitehall township. I have never seen anyone skating in park or on trail.
See if city has website with rules listed
You can probably roller skate or roller blade on parking lot & sidewalk.. but idk all park rules.. good luck & have fun
