There are no gates to restrict people from entering
How can you put hours of operation on the ocean? LOL it never closes, to my knowledge? I don't live there anymore, but people fish from it all the time. Your good, go to the pier, idt, Key West police will arrest you for looking at God's creation... besides, the best sunrise is on the other side from what I remember. Enjoy your stay...
