Yes, they will tattoo you at 16 as long as you have parental consent and proof of age. They will not go off of your parent's word alone, they need to bring their ID and your birth certificate.
I got one at 17 with parental consent. My mom needed her ID and I needed my birth certificate. The last names of myself and my mom needed to be the same
