Are there picnic areas available?

Yes there are. I did not use them so I don't remember how many. Note that you can't take food or liquids inside the mammoth shelter area

There are several places to picnic at. Really nice trails to walk on and see different kinds of flowers and such. Very nice place to go to

Yes I saw one. Its in the trail between the office/gift shop and the building where the fossils are. There are also tables at the entrance. Just remember that you cant bring liquids or food to the fossils area.
