Niagara Falls, N.Y. is a City, and niagara falls is part of the City. There is American Niagara Falls and nearby is the Horseshoe Falls located on the Canadian side. You can see the Horseshoe Falls from the American side. There is a U.S. border to Canada and it is presently closed due to Covid. During normal times you can cross the U.S./Canadian border using a valid passport.
