How do I get a fire hydrant marker for the hydrant in front of my house and am I responsible for clearing the snow away?

If you have a yellow hydrant the fire dept will tell you to call the SCWA. The SCWA does not do that anymore. As far as whose responsible for clearing the snow nobody knows. Major runaround.
