What am I paying for in the driver's test? Am I just paying to take the test and getting a "slip" that I need to take to the DMV to get my license? There's little to no information on the site that allows me to make an informed decision...

Yes, once the driving exam is passed you get a slip to take to the DMV that will give you the license. You still have to pay $25.
You are basically paying for the convenience of taking the exam with someone that you already know, as opposed to a complete stranger.
