Dmv online says newton isnt going by appointments, other people are saying there only doing appointments. Which one is correct?

There is a sign outside that says starting Nov 2nd, it is appointment only.

Only by appointments. No more lines. No more going inside. They are outside and have a list for appointments and will not see anyone without an appt. Had a question about my husband's registration while I was there for me and they said he had to make an appointment. They were booked into December and that was 2 weeks ago!
