Parking is free. If you drive towards the left of the entrance gate there are a few parking spots near the picnic tables which have some shade from small trees so your car doesn't bake in the heat while you're in the park.

No. The entrance to the water park is outside the entrance to the county park, so there is no vehicle fee. Parking at the water park itself is free.
