Not sure about that. There is a non profit called Reaching Out that may help. Angie Henke is the leader and it is based in mansfield, Ohio but they will help in surrounding areas as well. They have a great Facebook page as well.
Not really a program for this...I do believe you may be able to get one time help...example...we used to let someone who had no water use our washer and dryer for week or so
