Yes you can but just on the northern side

There are 2 walkways, one on the north side and one south. The north side is usually closed, but the south side walkway is usually open.

You can walk and ride bikes across the bridge. The walkway can be very crowded on nice days and bikes are known to zip by, so be careful and keep to the sides of the walkway.
