Yes, once that section of the Southbound side of the bridge is completed, a new pedestrian walkway will be constructed. However, until the full demolition of the old portions of the bridge and the cinstruction of the new southbound lanes can be completed, there is no other way to cross the bridge without a vehicle as no bicycles or foot traffic is allowed due to the lack of space and sharing of the northbound lane for traffic heading to and from NY.
It will reopen once the entire bridge is completely finished. Then construction can resume on the pedestrian walkway. Unfortunately it looks like it is a long way off.
