It's one of three bridges that connect Staten Island to NJ. At the time of it's construction, it was the longest steel arch bridge in the world. It recently was renovated by raising the deck! Yup, a new roadway was created allowing more clearance below it for maritime traffic. It provided important access to the navy yards during WW II. For many years, it was the only pedestrian and bike access between SI and NJ. With the bridges reopening, access has been restored, but the roadway is much steeper than it once was and access from the SI side can be a bit treacherous. The NYC MTA offers bus service across the bridge and access to the Bayonne/Jersey City light rail
