If your on the Infinity then the stage is on the main deck but can be seen from the upper level. The other boats have a dance stage on each deck... The stage is NOT on the top level...
The boat I went on had the stage on the lower level & you entered on the middle level. However the music could be heard throughout.

If to the dance floor it depends on what Hornblower Cruise you're on somewhere on the top level somewhere on the lower level depending on the cruise
