Is it common to buy a computer from office max and then be charge $79 for a start up fee and then add a $39 fee for installing the office suite I purchased from them as well?

It may be common for them but it's a rip-off. If you don't know how to install something there are YouTube videos that can walk you through it

I bought laptops for my sons last year. Big mistake but no startup fee. You can install office suite without them.
